Jobs permanently changed three industries in fifteen years: music, phones, computing. The iPhone announcement framed as 'an iPod, a phone, and an internet communicator' is the entire Jobs philosophy in one moment.
Apple Stores in 2001 were called a guaranteed failure. By 2012 they had the highest revenue per square foot of any US retailer. Control over the entire stack including the table customers touch is something nobody else has replicated.
Jobs was an exceptional talent attractor. The executives he pulled in — Ive, Cook, the senior hardware team — were unusually good. Most founders can do product or org. He did both.

Gates built the operating system the entire industry runs on. Windows shipped on the boxes everyone could afford, in every country, in every business. That's a different kind of infrastructure than a beautiful $999 phone.
Bill Gates pivoted to global health and is arguably the largest non-state vaccine distributor on the planet. The Gates Foundation has measurable, attributable lives saved. Few tech founders have a second act with that scale.
Office made knowledge work tractable for two generations of office workers. Word + Excel + PowerPoint are the toolset everything else is measured against. The default is itself a kind of legacy.
